RESUMO:

This is a research about the elaboration of a guide for the development of the
institutional policy for accessibility and inclusion of People with Disabilities (PwD) in the
context of Higher Education in Brazilian federal public universities. The course of this study
starts from the following research problem: What parameters can be adopted, in the process of
elaborating institutional public policies, for accessibility and inclusion of PwD in the context of
Higher Education for federal public universities? Therefore, the general objective is to elaborate
a guide for the development of the institutional policy for accessibility and inclusion of PwD in
the context of Higher Education for federal public universities. For this, it is intended to address
the following specific objectives: a) reflect on the constructs theoreticians inherent to
accessibility and inclusion in the context of Higher Education from the perspective of the
librarian's role as a social transforming agent; b) identify official and technical documents that
support the creation of an institutional policy for accessibility and inclusion of PwD for federal
public universities; c) map institutional policies for accessibility and inclusion of PwD already
existing in the scope of Higher Education; d) investigate parameters of these policies, observing
the contexts involving PwD, in order to structure the guide. In the methodological procedures,
the investigation logic and line of thought of phenomenology will be used, with bibliographic
and documental technical procedures, with documental analysis technique as well. In addition,
this study is of an applied nature with a qualitative approach, therefore, it presents exploratory
objectives. In the theoretical foundation, the historical approach of Social Librarianship, the
public policies of accessibility and inclusion of PwD and the theoretical constructs about the
accessibility and inclusion of PwD in Higher Education were analyzed. Regarding the analysis
and discussion of the data, a priori the mapping of universities and existing policies was
presented, and a posteriori the analysis of the documents found (accessibility policies,
documents related to the guarantees of accessibility and inclusion to PwD and the Plans of
Institutional Development) in the portals of Brazilian federal universities, and finally, the
structuring and synthesis of the guide. This guide includes suggestions for the unit responsible
for implementing the accessibility policy; legislation on the right to education and accessibility;
definitions & concepts about accessibility, inclusion & PwD; target audience of the policy;
guidelines regarding actions and attitudes in the different contexts of accessibility of PwD at
university; policy effectiveness assessment (checklists); and final considerations. With regard to
the final considerations of the research, it was possible to build a guide covering guidelines that
express parameters in which the institution's actions must be developed in order to fulfill the
mission and institutional vision. Thus, it was concluded that the product has the potential to
solve the obstacles that PwD face when entering the university.
