RESUMO:

It deals with public policies for the implantation of university libraries. It has as a problem the following starting point: in what way is it possible to propose strategies for the implantation of a university library integrating graduation and post-graduation? In this way, the main objective is to investigate perspectives of proposition and implantation of the university library considering the reality of the Academic and Professional Postgraduate Programs in Public Policy Evaluation and the Graduate Course in Public Policy Management, Federal University of Ceará and, as specific objectives, to describe the fundamentals that characterize Public Policies for University Libraries, to discuss perspectives and strategies on the implantation of University Libraries, to identify aspects and categories that promote the structuring of University Libraries and, its final product, the proposition of a model for the implementation of the University Library for the Graduate Course in Public Policy Management and the Graduate Programs in Public Policy Evaluation. The theoretical framework was based mainly on public policies for higher education, as well as for university libraries. Also discussed was the foundation for planning and implementing a university library. The methodology is constituted for purposes as descriptive, as for the means as a bibliographical review, regarding the treatment of data as quantitative and qualitative, through participant observation, with application of questionnaires to students and teachers of the courses studied, in addition to a semistructured interview with the coordinators, director of the center linked to the courses and director general of the Library System of the UFC. It is intended, at the end of the research, the elaboration of a proposal for the implementation of a library linked to the aforementioned courses.
