RESUMO:

This work discusses the Reference Service in the context of the Libraries of the Federal
Universities of the Northeastern region of Brazil. The research is based on two hypotheses. The
first one conceives that there are reference service practices in the libraries of the federal
universities in the Brazil Northeast, and the second one understands that this kind of activity
lacks strategies for its development and dynamization. Based on these hypotheses, it presents
and discusses the trajectory of the policies directed to the universities, with emphasis on those
dedicated to libraries. It exposes the historical evolution and discusses the concepts associated
to the Reference Service, presents its structure and interrelations in the university environment,
as well as examples of guidelines and actions related to this sector developed by institutions in
various parts of the world. The methodological proposal includes the use of a semistructured 

electronic questionnaire, applied to librarians working in the libraries of federal universities in
the northeast region of Brazil, and conducting an interview with the managers of the libraries
investigated. The data collected will be examined based on discourse analysis. Based on the
data analysis, it is intended to elaborate a policy that guides the performance and development
of the Reference Service within the scope of the university library.
