RESUMO:

Funk is a musical, cultural, political and social movement from the favelas of the city of Rio de
Janeiro. The phenomenon brings in its context cultural practices produced mainly by the poor
and black population, since it was born and developed in the communities of Rio de Janeiro,
addressing the poverty and violence experienced by the people. The present research discusses
not only Funk's socio-legal problems and their criminalization, but above all, the conceptual and
epistemological aspects of information related to the funkeiro movement, in order to clarify that
the musical information present in Funk is a fruit and, at the same time, an instrument that
promotes the construction of the Afrodescendant collective identity. The problems consist of the
following questions: Is Funk a cultural movement? Why do some society and the Pubic Power
intend to criminalize it? What is the role of Library Science in the dissemination of this musical
information in urban spaces and in cyberspace? The hypotheses presented elucidate that Funk is
indeed a cultural phenomenon, since it arises from the symbolic human action of interpreting the
world. We understand that the claim for its illegality is linked to specific points, such as
prejudice and racism towards the black population and favela. We argue that Librarianship can
play a role of excellence in the mediation of the information present in Funk and disseminated to
the population. The project has as general objective to discuss the process of collective
construction of Afrodescendant identity from the musical information present in Funk, through
the Theory of Individuation of Gilbert Simondon. While the specific objectives are: to identify,
through a historical, sociological and comparative approach, that Funk is an artistic and cultural
movement, but also to understand the motivation of society and the Public Power to criminalize
Funk. The methodology is exploratory, descriptive and bibliographical, using dialectical,
historical and comparative methods. There has been a collection of data along the digital
platform KondZilla, YouTube's largest peripheral music channel, whose time cut is the video
clips published between January 2016 and March 2019, with more than 200 million views, with
30 records being retrieved will be analyzed by bibliometrics. The final product will be the
making of a primer, titled: 'Funk, educate or criminalize?'. In it will be worked the narrated
songs perspectives with an educational character, elucidating important points of the research.
