Accessibility is a right conceived by law. Before the regulation of Law No. 12.711/2012, the minimum access for the disabled was not so prominent in the national discussions that make public policies feasible (BRASIL, 2012). But, there were already charges in 2004, when Decree nº 5.296/2004 was sanctioned, which if to the regulation and promotion of accessibility, obliging broadcasting stations to offer assistive resources for the visually impaired (audiodescription) and the hearing impaired (interpreter window and subtitling or closedcaption) (BRASIL, 2004). Thus, to what extent does the audiovisual accessibility of legal information from the UFCA ombudsman's office develop the inclusion of the disabled? One of the hypotheses is that this cast of accessible information made available in accessible materials develops a cognitive system of information literacy and inclusion of citizens with disabilities. The development of the research within the Postgraduate Program in Librarianship (PPGB) will be able to develop and reflect on the Production, Communication and Uses of accessible information and directed to the issues of Mediation and Conciliation of Disputes of the citizen with disabilities who is, in some cases, excluded from the methods of self-composition of conflict resolution. Digital multimedia documents impose the need for an approach between theory and practice of the processes of content analysis, representation and retrieval of information. Based on this assumption, the present research project will seek to develop a system of inclusion of disabled people to institutional legal information. To this end, it will be necessary to adapt the languages used in subtitling and audio description. The main purpose is to interact with the person with disability, who needs the service offered by the ombudsman, but, for limiting reasons, cannot get it.
