Accessibility is everyone's right, especially those who have some type of disability, such as visual or hearing. Accessibility must meet the needs arising from these limitations that are part of the daily life of this very significant part of society and, therefore, it is essential that they have at their disposal indispensable tools that make access to information effective, an intrinsic right in a democratic state of right. According to the Booklet “General Characteristics of Population, Religion and People with Disabilities” (INSTITUTO..., 2010), by the Brazilian Institute of Geography and Statistics (IBGE), Brazil has 45,606,048 People with Disabilities (PwD) (visual , auditory, motor and mental or intellectual), with 18.6% visually impaired and 5.10% hearing impaired (BRASIL, 2010). There is a large amount of information available on services offered to the population by public agencies, and many of these services are essential, however, training does not reach people with visual or hearing impairments satisfactorily. At the Federal University of Cariri, there is the ombudsman sector, which among its attributions we highlight the mediation and conciliation of conflicts, which are self-resolving methods of conflict resolution and through which it promotes social pacification within the academic community as a whole, providing the empowerment of the conflicting parties, so that they realize the importance of their action within the conflicts, with the clarification of their rights as citizens. However, for this service to be effectively made available, especially for the disabled population, it will be necessary to make an articulation so that assistive resources, such as subtitling and audio description, can be incorporated into the information available at the ombudsman with regard to mediation and conciliation, as well as any other legal information, facilitating their understanding in an accessible and effective way. Thus, the informational product of this research is an Informational Guide for Subtitling and Audiodescription of Legal Audiovisual and Photographic Documents within the ambit of the Universidade Federal do Cariri (UFCA) ombudsman, in the City of Juazeiro do Norte, in the State of Ceará. The research was developed from a qualitative, exploratory and documentary methodology. We proceeded through interviews, a data collection method that allowed us a direct relationship with the Ombudsman of the Federal University of Cariri, as well as with the Accessibility Secretariat - SEACE, also of the same university. Since the interview is a database, it becomes more efficient when the universe of responses obtained becomes larger. At that moment, questions were addressed with regard to the operation of the ombudsman, its target audience, services offered, its demands, its statistics, which documents with legal information are made available and in what formats, whether tools such as audio description are available to facilitate the access to people with disabilities and what is their contribution to building a culture of social peace and access to justice through the mediation and conciliation of conflicts, taking down any and all barriers that may hinder equality among all those who make up the academic community or external to the institution. Also, a documental analysis was carried out, when through the interpretation of data and information, it is possible to understand the reality of the theme addressed in the research within the ombudsman of the Federal University of Cariri.
