SUMMARY:

Addresses the conceptual aspects of the management of material and patrimonial resources of the Brazilian federal, autarchic and foundational Public Administration, in order to highlight the patrimonial control of assets from the legal-administrative point of view and in accordance with the stages of the collection development cycle, being essential for the solidification of the legal requirements that permeate the bookish patrimonial management, as a public, permanent, mobile and tangible asset of a federal educational institution. The objectives of the research examine, in general, the logistics of the administrative processes practiced in the patrimonial management of the bibliographic materials of the libraries of the IFCE Library System, based on the professional experience of the researcher in the library of the IFCE Campus Crato, verifying the correspondence of the patrimonial management with the institutional policies in force, aiming at the recommendation of a manual with guidelines for the patrimonial management of the physical bibliographic collections of that library and other libraries of the IFCE. The methodological path is delimited in a descriptive, bibliographic research, based on the qualitative approach, using as a data collection instrument a structured and semi-open questionnaire, and adopts for data analysis and interpretation the content analysis technique. The research covered a participation of librarians e asset managers from 22 IFCE campi and identified deficiencies in the patrimonial management of bibliographic collections at IFCE, including lack of standardization in responsibilities, insufficient training, problems in communication between sectors, dissemination of institutional documents, inadequate procedures, pointed to the need for improvements obtaining efficiency, quality and integrity in the activities of registration, evaluation, inventory and disposal of bibliographic works. It ends considering that the proposed product has the potential to improve the flow of activities related to the incorporation of donated books, the standardization of the responsibility for the patrimonial load, the constancy of the realization of inventories, the continuous evaluation of the state of conservation and usability of the collection, the standardization of the activities of disposal and, above all, the inclusion of these activities in the formalization of the collection development policy in the IFCE Library System.
