This research deals with the mediation of reading in public libraries, especially on the reading agents project in the State of Ceará and its general objective is to develop an intervention proposal on the mediation of reading as an element of empowerment for public spaces and among them, we highlight libraries in the municipality of Assaré/CE, aiming to train readers. And, as specific objectives: analyze the role of reading mediators as executive agents of public policies for access to reading in remote regions, examining how they can contribute to the creation of readers in areas far from urban centers; emphasize the importance of public libraries as essential tools to promote the successful implementation of programs of this type; and we present an informative resource containing guidelines for public library managers, promoting the development and supporting initiatives that focus on reader training, both with regard to forums and the physical environment of the library. The observations presented delimit the paths that the mediation process and its corroboration in the construction of the individual and that through field research we can outline assumptions for action research. The research subjects were parts of the Assarean community dissociated from the city center in which access to reading enjoyment in the majority does not present conditions, whether due to its social or economic structure or the exercise of reading. The analysis is observed through the participation of Reading Agents in visits carried out in localities in the municipality, which corroborates the generation of data. Based on the investigations and interventions carried out within the scope of the research, we present the product entitled "Manual - Mediation as a Tool for the Development of Reading Competence". This resource is the result of reflections emerging from the experience of Reading Agents. The results demonstrate that when reading mediation becomes an integral part of discourse in communities, it is possible to observe significant progress in reading skills. This evolution goes beyond simple decoding and becomes an interpretation process that connects the text read to the construction of the reader's personal world.
